If you don't go to Japan much or have a certain amount of local knowledge and can always secure Wi-Fi, you can use Google Fi's overseas mode to keep it under 50GB and get by with just one.

buy T-Mobile PrePaid.
For Japanese residents living in the U.S. without an SSN, there should be few options other than T-Mobile Prepaid. This is $50 and cannot be used in the U.S. (only in Mexico and Canada).
